Add thick box boarder around data after name change

Hi,

I do forecasting for my group, but my data is in a list form. Each individual has several lines to capture different information.

The problem is, I enter hours manually and it's hard to see whose name I'm working on. I would like to be able to seperate names with a thick box boarder, or even a thick bottom boarder. ie. add a boarder to WFIS-Contr (rows 2-13, col A-AL)

I did this manually once, but after I filter the data, the boarders stay in the same position.

Can someone help?
