Question on Numbered Month

IN cell P42 i have a Number

2 = Feburary
or 3 = March

how would a formula be written that say if 2 is present is brings the first of Feburary in to AA23 and the last day of Feburary into AA24.

Then...

a VBA that Looks at AA23 and AA24 and spits out

Union Report for AA23 thru AA24 on sheet Union Dues* in cell B2
