"OpenClipboard" Syntax

Firefytr, in your KB entry about clearing the clipboard, you use the statement:
OpenClipboard (0&)
That seems like a strange argument. What does it mean?
I suppose more generally I should ask, how does one get information about the functions in Lib "user32"?
