Formula Index, Match and Partial Match four columns

Hi Friends,

Looking for formula to Index, Match and partial match data.
Match A and C columns and Partial match D to B columns.
I included sample attachment with Red highlighted text matched and partial match and get column E data and copy against row match

they are roll numbers or emails anything just assume it as text.
