Question Cash flow analysis: Help selecting a cell based on a certain $ threshold

Hi everyone! First post here, so have mercy on a noob

This is an excel question that I'm pretty sure has a simple solution but I just can't seem to solve it. I've looked on various posts and how-to websites, but nothing seems to work.

The problem: I'm doing a cash flow analysis, where I want to identify a point in time that the cash flow analysis reaches a certain threshold (in this case, it's in between $48,000 and $50,000). Once the time at which the cash flow sits in between the two parameters is found, I want to then select the % completion in the cell directly below the cash flow.

I've tried various formulas (i.e. index, match, vlookup, if, etc), but I can't seem to get it to select the necessary cells below the cash flow.

Could someone please assist? I've laid out the cash flows and % completion in the attached excel sheet, if anyone could take a look at the formulas I've attempted and provide guidance.

    Thank you!
