Create a procedure with combination of keys

I have to Create a procedure named LimitSpend that is executed through the
combination of keys Ctrl + Shift + B and put in C5 (from sheet 2) the number
of materials of a given Type (column D) whose minimum total value (column G) in warehouses (Stock
minimum x unit cost (F)) is greater than a given value. The type of materials to be
consider how the reference value is given by the user and placed
in cells A5 and B5 (from sheet 2), respectively.
