IMO, the actual letter produced can be dynamic. One or two templates (REAL templates), that create the required document (letter).

I have ONE template, ONE, that creates:

a financial reporting document between managers
a financial cost recovery letter between managers
a training request costing letter from a manager to staff
etc. etc.
