No one is blocked from the Arcade.
Matter of fact, I don't even think it's a setting that we have.
Quite simply, you need only be a member.

Thanks to the great help of Dreamboat and Mark007, the problem I was having with getting into the arcade has been solved. The culprit, in my situation, was IE5. Downloading IE6 solved the "you need to register" error that kept recurring even though I was registered.
