I'm really shocked and surprised and the responses given to the OP and discovered this when I WAS googling this issue. In the end, I figured it out and am posting here for anyone else.
In the Visual Basic Editor, organize the windows the way you want them and then hold down the SHIFT button and close the Editor by clicking the X. Once you do this, it saves the layout (as does windows for ALL applications that utilize windows window controls). Next time you open it, you will have the same layout.
